Top Priorities
A top priority of my administration will be to eliminate Minnesota’s personal income tax entirely. Minnesotans should keep more of the money they earn and decide for themselves how to spend it.
We will phase out the personal income tax over four years or less. Other states have done it. We will too.
To offset the resulting loss of state revenue, each of my budgets will reduce baseline spending by 10 percent annually. Every department, except Medicaid, emergency services, and law enforcement, will be directed to identify core priorities, streamline operations, and eliminate lower-priority programs to meet these reductions.
